The status quo is that any Parabola hacker is expected to (be able to)
modify any packages, and having a single maintainer of a package
discourages that practice as people would typically send a patch to
the maintainer instead of pushing it directly.
So for a start we can add common maintainership on package lacking any
"Maintainer: " header for packages in repositories that are supposed
to be maintained.

Note that simtrace and simtrace2 is not the same software: simtrace
is for the first generation hardware while simtrace2 is for the
second generation.
While the PCB is mostly the same, the microcontroller, the (free)
software inside that microcontroller and the host software are
different.
So while the microcontroller can be upgraded by people that know
how to unsolder and resolder microcontrollers, it's still a good
idea to support both devices in Parabola.
