epiphany: remove icu dependency completely

The following command:
$ pacman -Q -l epiphany | awk '{print $2}' | \
  grep -v "/$" | grep -v "/usr/share" | xargs readelf -d | \
  grep icu
print nothing.

This means that epiphany doesn't have any direct dependency
on icu.
