pcr/opentmpfiles: Split off opentmpfiles-systemdcompat, improve
- Remove pointless boilerplate
- Use git signed tag
- Don't include the "systemd-tmpfiles" program in the main package, as to
not conflict with notsystemd.
- Add a pacman hook similar to systemd
